Developing combined Heat and-Power(CHP) and district heating is a commonweal work, is a important project of a city. It has many benefits,such as,energy saving,improving environment, improving heating quality,increasing electric power supply,and so on.This paper takes the east district of Luo Yang city for the object of the programming, put up a plentiful stat. for varied kinds of heat load at present, near future and a specified future date in this district. After analyzing, settling and calculating, the paper combines heat load distrbuting actuality and the overall programing of the city, devises the district heating project for the east district, namely: take the east electricity power plant for the main heat resource, and the Nanguan heat plant for peak heat resource, and two biggish boiler houses in this area for standby. There are two heating systems, steam and hot water. District heating systems distribute steam and hot water from central plants to every heat-exchange station through the 1 st class network of pipes,and then heat-exchange stations distribute hot water to individual buildings through the 2nd class network of pipes.The paper establishes the capacity of every heat resource, network of pipes and heat-exchange stations, discusses the mode of heat resources working, pipes network controlling, heat-exchange stations adjusting, pipe's lying and heat preservation, analysises and evaluates the effect to environment, estimates the invest for realizating the district heating programming, puts up the economy analyze, and puts forward the content and the project by stages time.There are many benefits after realizing the district heating programming, such as saving the standard coal 13.58×104t/a, backouting 113 boilers and 91 chimneys in east district, saving downtown areas 70000m2, reducing emissions of float dust , SC2, NOX and waste water , supplyng the quantity of heat: 6.79×106GJ/a, generating electric power 14.8 × 108kWh/a, heating rate reaching to 58.6%. Economic benefits: sales income: 6.1637× 108 yuan/a, total tax: 6.422×107 yuan/a, profit after tax: 6.422 ×107 yuan/a, IRR for total investment is 9.6%.
