Voltage is one important standard of power quality, steady voltage controlling is one important work of keeping safe and stable running of power system. Voltage controller of power system is distributed according to different areas, so the mutual harmony and cooperation of controllers are important ideal and practical problems which needed to be researched and resolved.Power system takes multi-level voltage control way, where the second level voltage control is in charge of parameters setting of the first voltage controllers in the area by way of harmony. And this control way can get satisfactory result in the aspects of increasing system stability and maintaining enough reactive power deposit, so it is a effective control way of voltage and reactive power in power system. However, with the more and more tight connection of power system, this control way still possessing some defect in controlling process response , controlling precision and controlling reliability.Agent is a new kind of technology based on DAI, it makes possible for the discrete power system to resolve problem logically and physically. With the mature development of MAS, MAS is adopted in many aspects widely, and it is arousing attention in control field during recent years. In this paper we will embark on the research about the application of multi-Agent in the second voltage control system.This will research the multi-layer and distributed controlling system based on MAS, putting forward the secondary voltage controlling system based on MAS. In the controlling way, the first voltage controller will be the Agent of implement level, and the secondary voltage controller will be the Agent of harmony level.
