AIS ( Automatic Identification System) is an automatic recognition system among the ships.which can transmit large amount of information, exceed obstacle transmit, resist weather not to influence , has the ability that information networks and close quarter acquisition state between ships and bank, ships and other ships . international relevant organizations such as IMO, under the joint efforts of IALA, ITU, IEC, discussed at the international maritime affairs meeting. AIS pass more than nearly 10 years so far since 1992, have just issued the performance standard, technological characteristic of AIS, resolution of testing the standard, operation manual formally . Utilize many kinds of accurate datum and message environment offered by AIS ,which can be used for ships collision avoidance, regard data offered by AIS as the information environmental source for ships collision avoidance decision system, undoubtedly, there are far-reaching meanings for global range ships collision avoidance systematic technical research of decision at present even come. In order to probe into it base on the premise that the ships collision avoidance decision technology in bigger range, this paper combines the technology of the computer and carried on the studying of technological scheme of decision of the ships collision avoidance base on AIS information environment. Main contents include the following several respects:(1) According to domestic and international materials, published paper and the relevant documents of International Maritime Organization, sums up and puts the technology of AIS system in order. Including AIS interface standard, data form, data type and AIS information network etc., finish the real-time ships data to be drawn, stored, transmitted and identified.(2)Analyse the superiority as to radar, ARPA data of AIS data and the precision of AIS data; Analyse the research state of ships collision avoidance decision system domestic and international at present, point out the key problem that perplexes the development of the decision technology of ships collision avoidance for a long time, thus applied AIS technology to the imagination that ships collision avoidance decision after putting forward.(3)Analyse the algorithm that apply to including various kinds of water areas Wide water areas, narrow startlane, traffic heavy water areas,which based on AIS information environment for ships collisionavoidance on time collision dangerous degree and space collision dangerous degree and synthesize collision dangerous degree, confirm the key ship of collision avoidance.(4)Analyse the knowledge source of data-base of collision avoidance knowledge and how set up the repository of collision avoidance .(5)Design the ships collision avoidance emulation system of decision based on AIS information environment on the above-mentioned foundations of analysing the question. According to the information offered by maritime affairs office VTS centre of Guangzhou,such as ships sailing static state, dynamic state etc., carry on the simulation experiment of emulation , has made very good result, have stronger practical value.
