With the development of world economy, progress of our society, and i mprovement of life quality, there's higher and higher demanding on our energy production Wind and solar power are promising clean resources. The atmosphere pollution by thermoelectricity production and ecological destruction by hydraulic electricity production can be avoided by wind and solar electricity generation.There is totally 10 MW of usable wind power on earth. The solar radiation through the atmosphere is 173 trillon KW. As renewable and clean energy sources, wind and solar power are much more superior to other type of tradition energy sources.As an important constituent of Shandong's electrical grid, most of the electricity powering Jinan's electrical grid is from thermoelectricity generation, mainly by the burning of coals Not only the efficiency of energy production and conversion is low, but also the utilization fraw coal is not optimized Both of above generate obvious negative impact on the efficient power generation and environment protection. With the pass of 《renewable energy law》, Jinan area shall model the advanced technology around the world, efficiently utilize her wind and solar resources to develop wind and solar electricity production, so as to realize " grid-connected photovoltaic system " as soon as possible, to satisfy the need of high speed economy development.In this thesis, the basic theory of the wind power utilization and the theoretical computational method of solar radiation intensity were analyzed. Computation of the wind power through statistical computational method is an effective tool to analyze the wind power potential. The applications of Weibull distribution and Rayleigh distribution were investigated, and the Weibull distribution equation of the wind speed in Jinan area was simulated by using maximum value method. The computational program of the solar radiation consists of five parts, which are the astronomy parameter compute, the incline solar position compute, the earth's atmosphere external radiation quantity compute, the earth surface incline radiation quantity compute and project processing. The author conducted the computation of monthly average solar radiation quantity of Jinan area by using related data.To analyze the potential of electricity generation by wind and solar power and optimize the utilization of wind and solar powers for our society, in this thesis the author investigated the fluctuation of wind speed and total solar radiation intensity, After careful investigation of 130 thousand groups of first-hand meteorological data from the last ten years, extracted the frequency distribution of wind speed and total solar radiation intensity based on the on-site wind speed and solar radiation data from standard annual meteorological sources, the author concluded that, the average wind speed of Jinan area is 3 05 m/s, By average there are 4500 hours with wind speed higher than 3m/s annually, about 86.5% of the time has a wind speed over 2 m/s,Effective wind power density is 16 5-290.7W/m2;In Jinan area, annual sunshine time is above 4500 hours, around 90% of the time has a solar radiation intensity above 100 W/m2, Annual radiation intensity is about 1.4 MW/m2 From the above wind power and solar power data, there's very good natural environment in Jinan area to utilize wind and solar energy for the generation of electricity The richness of wind and solar energy shows that the potential market of electricity generation by wind and solar will be very favorable.In this thesis ,for the first time the author analyzed the theory in combination with the meteorological data, investigated the distribution of wind speed and solar radition of Jinan. This brought theoretical basis with practical significance to the conduct of wind power and solar utilization in Jinan area, which has very important application value. We have established a hybrid solar-wind power system in Jinan, As a partaker in this project ,the author introduced the theory and design summary of this system, and then, analyzed the economic and environmental benefit of this system. From this example, it indicated that the conduct of wind power and solar utilization in Jinan area is really probable.
