Along with the development of economy and the enhancement of the levels of lives, the power supply reliability has received a lot of attention. The target of traditional power system planning is the economic of investing and operation, without considering the benefit of reliability and can not make the social weal maximum. The traditional method does not take the level of risk in account so that the method can not satisfy the demand of market.This article provides a model of planning based on the maximum social weal and also provides the means to solve the problem. Through the import of evaluation of reliability, the planning can take the social weal maximum as its target. This model can also adjust risk and benefit freely for the power suppliers to satisfy their different demands. This article has provided a method to resolve the apportionment of expenses.This article also provides a model of planning based on reliabilityprice——compensating contracts and provides the means to solve the problem. Thismodel eschews the difficulties of the outage cost and the apportionment of expenses, so this model will be more practical in future.This article chooses the immune algorithm as the basic method to resolve the problem and uses Monte Carlo simulation to transform the risk restriction. In this article we make full use of the superiority of the methods, and also make some improvement to the both methods.In the end, this article constructs an example based on reliabilityprice——compensating contract. The analysis to the example incarnates theadvantage and the feasibility of the model, and also validates the means to solve theproblem.
