Western Liaoning can apply the "virtual water" strategy and by using the revised simple methods of the linear planning theory can balance the relationship of water management and natural resource reconstruction. It can import agricultural products that contain substantive water resource, and export other products not only agricultural products, industrial products but also other products. "Virtual water" and "virtual water" strategy is an effective approach for water safety and sustainable development of Western Liaoning.
