Water resource is a vital resource for human survival, it is an indispensable source of modern development. With the development of society, the demand of water not only from the needs of life, more from economic development. It is important to city’s population,economy and ecological environment. Therefore, the analysis of carrying capacity of water resources has important practical significance to the future development of the city.The study of carrying capacity of water resources is generally based on the amount of special water, but the potential of water is an indispensable element for analyzing the carrying capacity of water resources. This paper analyzed the carrying capacity of water resources in Inner Mongolia based on virtual water theory for reducing the amount of products that is virtual water content and low economic efficiency.This paper was treated the net outflow of virtual water as potentially available water resources, and proposed many suggestions to increase the carrying capacity of water resources about the virtual water and virtual water trade.This paper calculated carrying capacity of water resources in Inner Mongolia from the past to the future, and did a comparison with the other region. First, calculated the current carrying capacity of water resources in Inner Mongolia according to ecological footprint model about water resources.And concluded that ecological carrying capacity of water resources was increased volatility, but the water was in a state of ecological deficit, water resources was difficult to support sustainable economic development in Inner Mongolia.Then this paper analyzed the impact of the water system, economic system, social system and ecological on the Water Resources Carrying Capacity, calculated scores about carrying capacity of water resources based on Entropy Method, and compared with Qitai Oasis in Xinjiang. The results showed that the relative carrying capacity of water resources is poor in Inner Mongolia, but there is an upward future space. At the last, this paper calculated the maximum amount of water resources, GDP, population and COD emissions in 2020 based on Multi-objective Programming Model.Eventually, the article proposed a series of policies to increase carrying capacity of water resources in Inner Mongolia. This policies was proposed for the purpose of sustainable development, according to the situation capacity, the relative capacity, the ultimate bearing capacity, and water resources, economic development, the actual situation of the population and ecological situation in Inner Mongolia.
