Along with economical development and living standard enhancement, the people request higher quality of service to the municipal transportation, especially to the conventional municipal transportation. This thorny problem on how to evaluate and improve quality of service floors public transportation enterprises and control sections. Consequently, it has the extremely important practical significance on studying how correctly analyze and appraise conventional municipal transportation quality of service taking the passenger as the main body.By making an investigation on city conventional municipal transportation quality of service, thesis acquires customer satisfaction degree and index system data on importance. It applies customer satisfaction theory in the management science to setting up conventional municipal transportation appraisal model. From the characters of fundamental elements of conventional municipal transportation quality of service, using the qualitative method and quantitative method, conventional municipal transportation quality of service appraisal system is constructed. BP Artificial Neural Network theory is used to get the weight data by training BP network. And Matlab is used to deal with the weights and obtain decision-making weights. In order to avoid missing, it takes order with the decision-making weights with advanced Analytic Hierarchy Process and gains best improvement and make suggestions. Thesis gives an example of XI'AN in the chapter 6. It proves this plan feasible and provides the valuable policy-making basis for related department concerned to improve conventional municipal transportation quality of service.
