Regional Drought Risk Management Study

With the. development of the city, the drought problem has become the serious problem which threatens the harmonious development of the society and environment. Drought is not only a nature phenomenon but a social problem referred to many aspects, such as industry, agriculture, daily lives. So, how to reduce the effects and the loss brought by the drought has become a hot issue. In the future, the harm brought by drought will be increased. It will be one of the disasters that we should pay more attention in the future. Formerly, drought was often seen as an occasional case. So the reciprocal management is crisis management which had been proved to be inefficient. One thing we must know is that drought is a risk, and this risk exists at all times.Risk management was first presented by the west scholar in economic area. The risk management of enterprise is to monitor and forecast economic risk and then find effective measure to decrease economic risk.Risk management is introduced to drought management, and the concept of drought risk management is presented to replace crisis management. Drought risk management focuses on the forecast and preventive work before the happening of drought. The goal of the risk management is to decrease the possibility of drought and potential lost brought by drought to a minimum degree. Three steps should be done in the risk management.(1)To evaluate the risk of drought.(2)TO monitor and forecast drought.(3)To decrease the risk of drought through a series of measure.In this paper, the mode of drought risk management is applied to the drought management of Shandong and Jinan.
