River Basin Integrated Water Resources Management System Study

As a natural resource and environment factor, water is provided with distinct geographical characters in its formation and movement based on watershed system unit. Along with the development of subjects such as hydrographical geography and bionomy, it is knew to human being that the way of integrated water resources management is humored to the rule of water resources' movement and the characteristics of economic society. This way can fully exert the whole function of watershed resources. And now the way has been a international accepted scientific principle. Its importance and practical significance are strengthened by the increasingly severity of worldwide water crisis.Basing on a lot of reference, this paper introduces the existing research results of WRM at home and abroad, and points out its primary problems and trend in development. Using the theory and method of systematic science, management science and shell theory, the paper analyzes the concept and the influencing factors of WRM. Also the paper theoretically study the design of organization, management and mechanism of WRM. The study of the mechanism of WRM is the central of this paper. Based on detailedly research of the system and mechanism of sustainable utilization of water resources, the paper puts forward a mode of integrated WRM. This study offers theoretical and practical values for the sustainable utilization of water resources and the sustainable development of watershed economic.
