Energy and Environment are themes of development of Science and Technology. Air conditioning industry has great influence on Energy and Environment. Under the condition that Environment protection and Energy saving became universal concerns and that living standard of people is improving fast new generation of variable speed air-conditioner debut, which is course of modern Air conditioning industry due to its incomparable advantages such as quickly heating and cooling, comfortable and durability, power saving, computer controlled defrost, more dehumidification, low operation noise, compatible with maximum span of voltage, and so on. In order to accelerate development of variable speed air-conditioner industry US leaded organization have set up new criterion SEER (Seasonal Energy Efficient Ratio) for evaluation efficiency of variable speed air-conditioner. SEER is defined as follows: total cooling capacity in certain area during refrigeration season ratio to total power input. Considering both efficiency under stabilized operation and other influence factor such as fluctuation of environment and loss during power switch, SEER is one of most reasonable criterion for evaluating collective efficiency of variable speed air-conditioner. The set up and unification of SEER criterion not only pilot the development of variable speed air-conditioner industry but also have great influence on Environment protection and Energy saving. The author research on calculation and estimation of SEER of VRV AC in China , application mode, application field, control point of SEER mathematics model, quality of air conditioner and so on are discussed in the paper, main contents are as follows:1 This paper analyzes the characteristics of climate in China. Statistic model of fifteen geometric proportion temperature span from 24℃ to 28℃ is established based on 8760 hours climate data from recent thirty years. According to characteristics of different application fields, author establishes four Statistic mode: Mode I 00:00-24:00, Mode Ⅱ 6:00-24:00, Mode Ⅲ8:00-21:00, Mode Ⅳ 8:00-17:00.2 Statistic data of all modes are gained from detailed climate data of four cities, Wuhan, Shanghai, Guangzhou and Taipei. After analysis, author point out a law of variety of ambient temperature: a peak value occurs during the variety, before the peak value odds increase bit by bit, after the peak value odds decrease bit by bit.
