Following with the shaped big power interconnected grid and the impeling of power market reforming, it is needed that a system can monitor the status of wide area power net. As a result of this situation, a wide area measurement system becomes ture. The performance of PMU takes an derect effect on the effectivity and precision.In this artice, we bring forward a new method of PMU. Following it, the synchronization of time and frequence can be decoupled. Using the timetag at the front of the data window or at the middle or at the end can be chosen freely. The period of synchronization can be chosen freely. It can be devided three parts: adapting sampling module, generating the timetag module and microprocessor module. This artice discusses the achieving of the three parts module. And do some research and design on hardware and software of DSP module of the microprocessor module.
