Nowadays, with the hot competition between different container terminals, all the container terminals in the world try their best to improve its own container terminal competition competence and ship hinge status. For the manager of container terminal, it seems to be very important that according to the container terminal condition in the moment, how to find potential of container terminal, to provide the service with high competition competence, to decrease the production cost of container terminal by maximal term, and to improve the core competition competence of container terminal.Regarding to the above problem, this paper focuses on the research about the application of combination decision of scheduling rule in the operation work in container terminals, and improve the operation efficiency of production system of container terminals by selecting the rational scheduling rule combination.Firstly, in order to do better research about the application of combination decision of scheduling rule in the operation work in container terminals, this paper put the transformation method and model from the problem of operation work in container terminals to production scheduling of FMS, regarding to the research way of FMS. That is to transform the operation process of containers which is from berth to yard or from yard to berth into production scheduling way and mathematical model in the condition of FMS.Secondly, according to production scheduling way and mathematical model in the condition of FMS, by using simulating software named "Extend" to establish stimulating model for the real operation system in container terminals and choose different kinds of the combination of scheduling rule to do the stimulating operation so as to get such value indexes as average using rate of equipment, average alignment length, average circulation time and so on. There are four decision-making points in the established model, and each point has its related scheduling rule. Before stimulation operation, related scheduling rule must be chosen from each point so as to form the combination of scheduling rule, and put them into the stimulating model. After stimulating operation, related vale index will be get.Scheduling problem is the problem of typical multi-aim decision-making. Before evaluating for the project of scheduling, rate of each index must be confirmed. This paper use the stage analytical method to ensure the rate of evaluate index.Last, to choose from the best project from different combinations of scheduling rules, in which each project has its related index figure. This paper use Greay Relevancy Theory to compare the different project and choose, which the core aim is to calculate the best close value of each project related to the theory.The combination decision of scheduling rule in the production system of container terminal shows the requirement of the performance index of container terminal for the management, solve the choosing problem of combination decision depending on the traditional experience and optimize the operation of production system for container terminals.
