Exploration And Practice, Based On The New Rural Planning In Urban And Rural Areas

As the accelerated development of industrialization, urbanization and industrialized operation of agriculture, the shortage in resources, and the uneven development in the urban and rural areas and in the economic society have become increasingly evident. The problems facing agriculture, rural areas and farmers has become one of the bastions of building a harmonious society. Persisting in taking the scientific concept of development as the guide, the Party Central Committee claims to build a new socialist countryside so as to point a way for solving the problems facing agriculture, rural areas and farmers. In order to build a new socialist countryside well, planning must be given a priority. In the context of new socialist countryside and development goals, we should analyze the planning of new socialist countryside through a long-term and strategic view.The theories of the countryside planning and methods of plan formulation in our country are still at the exploratory stage. It is a big challenge to make planning play an active role in the process of building the new socialist countryside, and lead the new countryside build and develop scientifically. In the present planning of the new countryside, there exits the following problems; the concept is very vague; the theories of planning new countryside are inadequate, and the general plans are nonstandard; little research have been conducted in the development models and characters of village, etc.This essay explores the theories, methods and contents of planning new socialist countryside. At first, the author introduces some concepts of geography and ecology, for instance, the theories of settlement, centralplac theory, ecological theory, sustainable development, and integration in urban and rural areas, into the planning of new countryside. Second, from the perspective of the overall planning of urban and rural area the writer explores the ways to build the new countryside. Third, the writer inspects the content of planning new countryside and the framework of overall planning of the new countryside. According to different economic conditions, distinct geographic conditions and the relationship between cities and towns, the writer explores and summarizes the twelve ways of planning new countryside and fifteen typical layouts of space. At last, puts these theories into practice by planning Yuanjiang city and Huanghu village Qingshanpu town Changsha county.
