With the development of the advanced computer technology, digital system control technology and the wide band internet communication technology, digitalization is becoming the trend in many industry areas. This conception is now being paid more and more attention in the power industry too. There are lots of application systems with different Business functions in the distribution network, such as Distribution Automation System (DAS), Outage Management System (OMS), and Production Management System (PMS) etc. They are separated from each other, consequently information isolated islands are formed. As a result, data is difficult to be exchanged between them, which decelerate the foot step of the digitization process of distribution network. Therefore, the key to achieve the digitization is to make the information communicate fluently.In the thesis, the precise definition of digital distribution network is given. After the Plentiful researches on IEC61968 and the CIM (Common Information Model) based on it, we suggest CIM based on IEC 61968 to be used as the data transfer model of the digital distribution network, and the information communication structure is founded to achieve the information sharing and communication among application systems. This information communication system is based on SOA, the ESB (Enterprise Service Bus) and Web service technique is used in this design, and FastSOA is introduced to enhance the capability of SOA. XML message documents defined in IEC61968 act as the carrier of the information when it needs to be transferred or stored, and the XML Schemas of the Distribution management businesses are used to standardize them.The model of the Outage Management businesses is given in this thesis. The business of fault outage management is taken as an example to validate the possibility of the design of Information Communication System introduced in this thesis. A blackout event caused by line fault is simulated, the Information Communication System is used to make the information exchange among SCADA, PMS, and Message Publication System to accomplish the business management process. In the information communication model introduced in this thesis, application systems connect to the bus by interface adapters without making any reconstruction to themselves. The data exchange through bus is standardized by CIM, which makes the exchange more efficient and normative. In conclusion, the problem of information isolated island could be solved by the design of integration bus founded on CIM, and that makes it possible to accomplish digital distribution network.
