With rapid economic and social development of the country , more and more major cities keen on the construction of underground works. The ground subsidence caused by the underground engineering excavation lead to settlement and displacement at different degree of the buildings on the surface, so the research of the observing and predicting the ground subsidence has the practical values and social meaning, it has promoted the underground construction works with a high-speed development.First of all, the paper summed up the underground project's history, the current development situation of our country and the harmfulness of the ground subsidence caused by the underground engineering excavation. So it showed the importance of research works to observe and predict the ground subsidence. The paper regarded the ground subsidence, which is caused by the underground engineering excavation, as a stochastic process. The ideal granular media moving model has been introduced and we can infer a new predicting formula whose parameters could be measured directly. The formula provided a simple and more effective observation method for the prediction of the ground subsidence which caused by the underground engineering excavation.The laser scanner was introduced to the observation of the surface subsidence which enriched the existing settlement observing method. The laser scanner was used to solve the experiment which simulated the building subsidence. The comparison between the data form laser-scanner and data which was measured by Electronic Level could indicate that it is feasible to monitor the surface subsidence by using the laser scanner. That the laser scanner is used in monitoring the surface subsidence provided a new mentality and method for observation, and it takes on high practical value and extending significance.
