"Public Value of Heritage" is a new concept put forward facing the shortage of public engagement in Britain. Through studying the external theory on public value of heritage, the thesis analyses the meaning, types and functions of public value of heritage. And many issues on public engagement in heritage conservation are demonstrated by the studies, and then some practical advices are given for China heritage conservation and the ways how to promote the public awareness for heritage values and public engagement in heritage conservation are discussed here: calling public attention to the intrinsic value of heritage—arousing the public with heritage development value—providing intellectual access by heritage conservation organizations—setting up non-government association for heritage conservation .On the basis of the on-the-spot investigation in Chenlu, the thesis analyses the possibilities and necessities to capture the public value of heritage of Chenlu, evaluates its public value of heritage and discusses approaches of achieving its public value of heritage and founding its aboriginal organizations following the principle—emotional -move, profit-motivation, intellectual access, public engagement, and association-fund. The thesis takes Chenlu as a case study of heritage conservation of national historicand cultural villages and probes into the mode of inspiring public involvement—the best way for conserving national historic and cultural villages, and also the smart approach which makes the conservation more effective.
