Along with social progress, economic development, people's living standards continue to improve, and people travel more frequently. Urban traffic problems become more urgent and important issues need to resolve. Urban traffic problems include many complex and difficult to resolve troubles, which include an increasing number of vehicles leading to the congestion situation happened, losing one's way caused by complicated city road construction, and non-intelligent of city traffic junctions'indicators resulting in the accident situations and a series of troubles.With the continuous emergence of some new technologies and depth integration, these issues are getting resolved, including: Global Positioning System (GPS), Geographic Information System (GIS) and Intelligent Transportation System (ITS).Global Position System,called GPS also,can provide high precision,all-weather,continuous and real-time three-dimension coordinate, velocity and time.Geographic Information Syestm, called GIS also, on the basis of spatial geographic data,using the theory of geographic models, provides a variety of spatial and dynamic geographic information. Intelligent Transportation System (ITS) has developed rapidly based on depth integration of Global Positioning System (GPS) and Geographic Information System (GIS) and other basic technologies. Vehicle Location and Navigation System is the one of Intelligent Transportation System (ITS) in a very important component.On the background of this development, to improve Vehicle Location and Navigation System's performances for research purposes, the paper analyses and researches algorithms of implementing its three main functions, including of vehicle located, path guided and path planned. So it improves and optimizes implementation process, eventually reaching the purposes of improving its main performances and proved to with a simulated demonstration.The paper first comprehensively and systematically introduces the two most basic and important technologies implementing Vehicle Location and Navigation System: GPS and GIS, simply introducing of the coordinate projection transformation algorithm that implements the coordinate conversion from GPS spatial coordinates to GIS flat coordinates. Next, several key technologies and algorithms about Vehicle Location and Navigation System have been studied and improved. Finally, these algorithms have been applied to the Vehicle Location and Navigation System's main functions implementation process, and carried out with a simulated demonstration.The paper applies to projection matching method based on a variety of factors on the target of improving the accuracy of vehicle location, improving the location accuracy to some extent. It applies the graphic connectivity algorithm to implementation of the vehicle guided function. The improved of the Dijkstra algorithm has been applied to implementing from its current location to a target location of the vehicle path planned function. Minimum spanning tree algorithm has been applied to achieve from its current location to many target locations of the vehicle path planned function. The simulated demonstration shows that these algorithms have improved performances for implementing Vehicle Location and Navigation System's main functions to some extent.
