The flight safety is the permanent topic in the field of civil aviation. In order to prevent The Controlled Flight Into Terrain(CCIT)accidents/instances from occurring, the aviation field studied the principles and equipments to avoid CFITs. Surveillance is very important in the air traffic avoidance system.Based on this, the main thesis of the surveillance function of the air collision avoidance system is studied and designed from the following some aspects in this paper:First of all, this paper studies the basic modules of Surveillance of the flight collision avoidance system in detail, because of garble between airplanes and ATC in the intensive airspace, the surveillance must control the power and emissivity of the query. So interference suppression is very important in this module.Secondly, make analysis of the multi-target tracking module in detail,including the track initiation of mode C and mode S.because of difference between them, the methods of their track initiation are different. It will be disscussed particularly.Third, study the track initiation method. At process of track initiation, set up and removal, data association is very important. Some data associated methods and application of them are showed in this paper.The shortage and what should I do next is the last part of this paper.
