Historical And Cultural Heritage Protection Mechanism

History and culture heritage is profound deposits of a nation's long history and wisdom crystal of a country's splendid culture. It condenses the past while impacts future, being valuable spiritual treasure to any nation or country. Unfortunately, with the speeding of the modernization of current society, people are losing a number of traditional culture heritage, including the tangible architecture, history blocks and history and culture cities. Therefore, how to inherit and protect the precious culture heritage has become a significant topic faced by all of people in the society.Wuxi Municipal was listed as a history and culture famous city in 2007 by the State Council. The municipal government has regarded the protection of history and culture blocks (age-old town, village and canal) as a key project during the process of improving people's living environment and promoting the transform of the city. Further, the municipal government has improved relevant local regulations, established special administration institution, and started the maintenance and develop project for-Qingming Bridge, Huishan Age-old Street, Xiaolou History Block, Rongxiang Age-old Construction, and Dangkou Age-old Town-five history blocks and Age-old Canal around the city. Qingming Bridge, Huishan Age-old Street have been opened to the public after first phase construction, and the others planning proposals have been completed preliminarily. Regarding the first phase repairing work, it failed to reach its object of protection and maintenance, with exposure of some problems and malpractice existing in the current management mechanism.This article conducts research on and compares with the practice of Italy, France, USA and Japan on the protection of history and culture heritage, analyzes the cases with successful or failed experience in China, and conducts comprehensive research and analysis with respect to the relevant laws, organization and management system, protection and repair system, funds investment mechanism, information disclosure, education and training system based on the theories of administration bionomics and public management in order to explore a protection, usage and management mechanism for the practice of protecting the history and culture blocks in Wuxi Municipal. Such mechanism could be able to balance the relationship between protection and usage, promote the protection and usage work for Wuxi's history and culture heritage, which would make Wuxi become a real reputable city with beautiful history and culture in the sustainable development environment.
