The Protection And Utilization Of Water Culture Heritage In The Sponge City Construction

At present,sponge city construction in China is extensively carried forward,the constructions in the first batch of pilot cities will be completed by the end of 2017,the second batch of national pilot sponge city is also being push forward.Such massive-scale construction and capital investment,can play a leading role in the regulation of stormwater,and would solve the current problems of water resources,water environment,water ecology and water security,and it would promote the protection and utilization of the water cultural heritage.Therefore,this paper focuses on the protection and utilization of water cultural heritage in the sponge city construction,and analyzes the interaction among the protection of water culture,water cultural heritage protection and sponge city construction.Then based on the coupling relationship,strategies for the water cultural heritage protection in the sponge city construction are put forward,and how to protect and use water culture heritage in sponge city construction is being studied.The paper takes sponge city construction of Tongzhou as an example.The contents and results of this research have four main points:(1)Using field investigation and case study,the conclusions are as follows: First,sponge city construction can promote the maintenance and restoration of the functions of water culture heritage.However,the improper construction of the sponge city sometimes ignores the traditional river bank structure and cultural elements,which can damage the water cultural heritage.Second,water cultural heritage can play the role of rainwater storage,and it would inspired the concept of sponge city construction and enrich the connotation of sponge city construction.Water cultural heritage will also increase the difficulty in the construction of sponge city.(2)Based on case,expert questionnaire and expert interview,conclusions are as follows: First,The overall scheme of current sponge city construction lacks clear train of thought about water heritage protection.The main reason is that the related documents of sponge city construction is not defined on the water culture heritage,and the technical consult team lacks the cultural heritage background staff and technical support.Second,the main problems existing in present situation of the protection of water cultural heritage in the sponge city construction are in the aspects of laws and regulations system,policy system,planning and designwhich is lack the integration.Third,the protection and utilization strategies for water in the sponge city construction that the experts generally support are the cohesion of the related laws and regulations;put forward in the relevant planning of sponge city construction for water cultural heritage protection strategy;adjusting and perfecting the management system cooperation with cultural relics protection and related departments;put the water cultural heritage indicators to the performance assessment of the sponge city,.(3)This paper puts forward the overall strategy of protection and utilization of water culture heritage in sponge city construction.The framework of the protection and utilization of the water cultural heritage in the construction of the sponge city is put forward from the aspects of laws and regulations,institutional mechanisms,planning and design.The laws and regulations of the optimum strategy from the three aspects of the central,local and departmental;the policy-systems mainly strengthens the role of the cultural administrative department in the sponge city construction,and the optimum strategy was put forward for the capital,policy and so on;put protection of water cultural heritage into the special planning of the sponge city in order to protect and utilize the water cultural heritage.Emphasized the cultural elements and material of water culture heritage that its application in the sponge city construction for the design.In addition,other ways of organizing multi-disciplinary teams,advocacy and education was analyzed.(4)Tongzhou is taken as an example in this research,which is one of the second batch of sponge city pilot cities.It is to evaluate the value of agricultural irrigation water cultural heritage,canal cultural heritage and other water cultural heritage.Tongzhou agricultural irrigation system is with flood control and drainage have important value of cultural services,ecological services and so on in the construction of the urban sub center.But it is also faced with the danger of imminent decline.For its protection,it will put forward the method of protection and utilization of the sponge in city construction of Tongzhou agricultural irrigation system.The research results of this paper can provide a new idea and reference for the overall protection and utilization of the water cultural heritage,the molding of the water culture in the sponge city construction,the construction of the harmonious relationship between the urban people and the water.
