With the development of industry, the need of power supply is increasing quickly, at the same time, a higher demand of power supply reliability and power quality has been proposed. The electric quality is mainly reflected by the voltage, and the voltage has a considerable influence to the industrial production and equipment.For large-scale industry, the equipments consumpe a lot of reactive power, power consumption, it seriously affected the power quality, therefore, it is unable to satisfy the voltage quality that only rely on the supply-side voltage regulation. We must strengthen the distribution network self-regulation of voltage and reactive power to ensure the safety of their production.In this paper, through the analysis of the characteristics of load and distribution network with the actual project, found that in the large-scale industrial distribution network, the load of the transformers is much less than the capacity, resulting in loss of distribution network mainly concentrated in the transformer. then through the analysis the relation between the loss of transformers and load rate and voltage, proposing the concept of minimum loss voltage of transformer, and dividing the running of the transformer into three ranges according to the different load rate, and finding out the methods of calculating the best operating voltage of the transformer at last proposing large-scale industrial enterprise distribution network voltage and reactive power control strategy.With the primary objective to satisfy the standard of the voltage quality and power factor, on this basis, controling the stability of the lower operating voltage of the transformers near the best operating voltage through the adjustment of capacitors and transformers, in order to minimize the transformer loss .Accounting with the status of the large-scale industrial enterprises, a concrete realization of the program based on load forecast was proposed. At first, calculating the best operating voltage of the low voltage of the first side transformer by the load forecast with the next day, and then simulating and calculating the trend and loss of the distribution network to identify a group of the most optimal capacitor switching and transformer tap adjustment programs.
