The development of city is a process of continuing updates and reconstruction. The function and spatial layout of a city are different at different development periods. The main issue of this thesis is changing function of the old city-Beijing. A methodology of two-dimensional axis containing time and space was used for the research. By collecting materials about city construction of Beijing and learning the papers on city development and space structure, first-hand data was gathered to support the argument.The research object of this thesis is the old city-Beijing. This thesis analyzed the changes of function, infrastructure and layout of inner city from Yuan Dynasty until nowadays. First, analyzing the reconstruction and protection basis of old city in the political aspect, the entire analysis regarding the policies and principles of city planning is classified into six parts according to the six editions of urban planning of Beijing, which were all designed after the establishment of PRC.Second, analyzing the reconstruction and protection in the functional and spatial aspects, this part is mainly regarding the changes of the function and layout of different type of infrastructures from the second reform and open, such as economic infrastructure, political infrastructure, residential infrastructure and public infrastructure. After summarizing the changing phenomenon, reasons for the changes of function in the old city were analyzed from the angle of government, market and society, and simultaneously the effect of the "governmental power", "market power", "and social power" was estimate comparably. Finally the article summarized and pointed out the inner city is the foundation of Beijing.
