Power distribution network loss rate (line loss rate) is a very important comprehensive technical and economic indicator in power enterprises. The level of line loss rate marks the the level of planning and design, production technology, operation and management and economic benefit of power enterprises. Strengthening the management of line loss rate can save energy and improve economic benefit. So it is very necessary and urgent to set up a electric power distribution network management system.This article focuses on prefecture-level distribution network, we first survey the user needs,then compare the similar systems at home and abroad, finally we put forward a design scheme for distribution line loss monitoring system with the characteristic of multi-terminal, multi-communication protocol, multi-communication channel, automatic data collection and multi-application services. With the data communication Services as the core,the system can monitor the line losses of distribution network and provide external data interface service through accurate and efficient collection and analysis of electricity data. In this article we elaborate on thess points:the system structure of of combining C/S with B/S, hierarchical design, IOCP and multi-threaded development, multi-channel access, statute of plug-in library management, the technique of relational database and data mining,and the system functions.This system is more advanced,practical then similar systems,it has been in stable operation in many prefecture-level cities, so gets the user's high praise and has a good prospects.
