Kunming City Sewage Treatment Project Financing, Selection And Application Of Research

With the development of modern economy and the raise of people's living standard, industrial, agricultural and domestic sewage are increasing, which makes the water shortage worse. To thoroughly solve the problem, we should firstly start with the root cause of the sewage, that is to improve the existing industrial and agricultural production technology, to arose people's awareness of the situation in water shortage and then change the production mode and people's way of life to reduce the source causes of sewage .Secondly to reuse the sewage generated or to be generated in the following period of time by setting up sewage disposal system.Water resource situation in Yunnan is not satisfactory , 63.2%water functional areas across the province is not up to standard, water quality in 6 out of the 9 plateau lakes is below the standard. 70% of cities above the county level are in serious shortage of water resources. The water gap between water supply and demand in the whole provincial is about 42 billion cubic meters. Serious drought this year worsens the water shortage. Therefore,take efforts to improve the sewage disposal and increase recycling of water resources are the effective ways to solve the existing water pollution problem and to alleviate the water shortage.This thesis analysises and makes comparison between the three major project financing and takes the sewage disposal financing in Kunming for example,this thesis thinks that the BOT mode of financing is a useful supplement and a viable option .But in real situation , we need to apply it creatively accordingly , for example,we could apply BOT plus TOT if necessary.And on this basis, the thesis also discusses the problems we need to pay attention to in applying the BOT financing and gives some relevant suggestions according to the external environment needed in the application , risk management and interest coordination, with the expectation to put forward some proposals on how to funding for sewage disposal for Kunming and other cities having similar problems to Kunming .
