Study On Virtual Water Strategy In Shanxi Province

Water is the source of life.Water is not only the basic natural resources, but also the strategic economic resources. Water resources is the most important material basis for human survival and their work and daily life, but it is the organic part of comprehensive national strength of one nation as well. However, with the development of science and economy, though the massive material wealth and splendid civilizations have been created, human beings seriously damaged and disturbed the global and regional ecological environment, which have caused a series of ecological environment problems.The concept of"virtual water strategy"refers to some countries where water is scarce and the environment is fragile, achieving water and food security by importing food from countries with an abundance of water. The presentation of"virtual water"and"virtual water strategy"is the innovation of water resources management. It not only presents new ideas of water saving in some water-shortage areas , but also acts as an effective means to save water.Due to the fragile ecological environment and water shortage, Shanxi ranks No.29 on the list of water resources index order of 31 province in our country. Therefore, the water shortage has become the"Bottle neck"of restricting the development of social, economic, and ecological environment. It has become the key issue to realize the sustainble use of water resources for Shanxi's sustainable development.This article firstly brings in the concept of"virtual water"and"virtual water strategy", summarizes and concludes systematically the research trend of virtual water at home and abroad , also the relevant theory and methods about it. It sums up comprehensively the status quo and exsiting problem of water resources utilization in Shanxi province. Meanwhile, the evaluation on the efficiency of water use of Shanxi primary and secondary industries has been made. By using the FAO recommended CROPWAT software, CROP database and CLIMATE database, this article chiefly makes a quantitative analysis on the main agricultural products in Shanxi Province, and discusses the feasibility of the implementation of"virtual water strategy"in Shanxi Province; It will evaluate status quo of virtual water's implementation in Shanxi, point out that the virtual water strategy is still in the stage of awareness and haven't been take seriously and implemented. It also puts forward an innovative water management systems and mechanisms, draws up and implement virtual water strategy, in order to better exploit the comparative advantages to alleviate water shortages in the province.
