With the development of spatial information technology ,advanced-new technology 3s and so on are used wider and wider .The theory of fire prevention also makes great progress and putting advanced-new technology 3s and so on into fire prevention is developing and maturing.The works of fire prevention demand some characreristics of work such as watching all day, real-time quickness, science, so putting advanced-new technology 3s and so on into fire prevention is of great significent and broad prospect.The city of GuangZhou planned to set up forest fire prevention system which covered the whole city in 2002,this project was invested to CSFU on February,2003. Under this circumstance the paper was written.On the basis of analyzing comprehensively fire prevention application requirements in GuangZhou, Based on GIS, GRS, RS, VR, wireless communication this paper aims to establish a forest fire prevention information system,which integrated real-time, forest fire behavior forecast automatic alarming, Forest fire real-time monitoring, GIS guiding and suppressing auxiliary decision, fire spread simulation, Lossing assessment post-disaster, Internet sending of fire prevention public information, mobile fire prevention guiding system, video meeting system, digital picture communication system, pertain fire prevention information management into a whole and combines forest resource basic data.lt conducts micro-management through base map which uses large scale (one to ten thousand) terrain map and some pertain research result is incorporated into this system,which can bring us highly efficient, scientific, quick forest prevention. The paper discussed in detail and designed safety management and security management of this system in order to maintence the characteristics of safety and security. By means of VC++6.0, PowerBuilder8.0 tool this system uses ArcGIS 8.2 for GIS platform and adopts object-oriented designed method .Its server uses ORACLE 9 which run under SCO UNIX,Its client uses WINDOW 2000 Professional.
