"Biennale"as a worldly accepted format of art exhibition has become such a popular event in information age due to its influence on helping the city build up its soft power and cultural image. In this"Biennale"fever, every city that holds up this event has its own administration system and academic position. This article is aiming to find out the relationship between the administration system of the biennale and the personality of the city through comparison and study of Shenzhen & Hong Kong Bi-city Biennale of Urbanism\Architecture.Start with first-hand data of the 2009 SZHKB, This article will take the personality and historical connection of both cities as the point of penetration, basing on depth interviews, and research approaches of philology and sociology. This article is divided into 4 parts: First, summarize on 2009 SZHKB by studying its mission, position, administration system, meaning, feature and development course. Second, it's the focal point of all. From different point of views of public policy, management, sociology, it will discuss the differences between Shenzhen and Hong Kong in areas of organizer, curatorial team, administration office and audients, using living example to prove the relationship between the administration system of the biennale and the personality of the city. Third, Analysis of the current corporation status between Shenzhen and Hong Kong, bring up the suggestions and propose the possibilities for the future. Forth, Point out that administration system of one biennale is not unchangeable, the formation of the system has strong connections with the personality of the city, aiming to discuss the general problems of the administration system and the way to solve them.
