Re-accommodation is the per-condition for city construction, and plays an important role in the city development. But it is difficult for the parties involved to reach the agreement due to the unfairness of the re-accommodation arrangment and compensation, and the ineffectiveness of relief policies will worsen the conflicts for benefits among the parties involved, which will cause various social problems and contradictions.The article, based on the economic presume, the typical viewpoint of public policy-decision thinktank, makes the analysis on the benefit conflicts in the re-accommodation process among the sides of the government and its departments, real-estate companies and re-accommodation companies, and re-accommodatees, and puts forward the suggestions to improve the laws and the parties for re-accommodation, and to make clear the benefits and the obligations for parties involved, and to set up a fair re-accommodation administration system.The article focuses on the research of the government activities behind the re-accommodation conflicts, and analyses from the point of view of the government the basic reasons for re-accommodation conflicts:the government of the basic level should not get involved among real-estate companies and re-accommodatees, but has to directly confront the conflicts against re-accommodatees for the pursue of political achievements and land-transfer incomes, to clarify the role for the government in the process of re-accommodation, and to regulate the re-accommodation activities by the government, so as to ensure the fair and reasonable compensation for the re-accommodatees. protect the legal benefits for the parties related, and to achieve the sustainable development of city re-accommodation and construction.
