As the ceaseless development of reforming and opening, our society is experiencing a period in which various kinds of conflicts occur. As a mechanism for communication and dispute resolution between our people and government, letters and visits system has played an important role during the planned economy period. However, at present, social economic situation is changing rapidly, the abuse of letters and visits system is gradually emerging, and the work of handling letters and visits is facing increasing pressures.As the main component of letters and visits, letters and visits involving legal procedures and lawsuits is a difficult problem troubling political and legal work and affecting the social stability currently. In recent years, although many reforms have been tried to solve the problem of letters and visits involving legal procedures and lawsuits, the situation is becoming more severe. Letters and visits requests often exceed the scope of justice, and the means and methods are becoming increasingly fierce and extreme. The work of letters and visits involving legal procedures and lawsuits is facing unprecedented difficulties.The paper is the combination of the my experience gained in practice, studying the issues of letters and visits involving legal procedures and lawsuits from a legal perspective, and putting forward my own viewpoints for resolving the problems. The paper is divided into four parts. The first part focuses on the theoretical basis of letters and visits involving legal procedures and lawsuits, clarifying the concept and main features. The second part focuses on the depth analysis of letters and visits involving legal procedures and lawsuits from a legal perspective, explaining the causes from three aspects of traditional culture, institutional mechanisms and social and human environment. According to the letters and visits problems gathered by the author, this part analyzes the existing causes of letters and visits involving legal procedures arid lawsuits with the method of empirical analysis and finds out the crux of the problems. Based on the former arguments, the third part analyses the realistic basis and defects of letters and visits involving legal procedures and lawsuits, and points out that letters and visits involving legal procedures and lawsuits should be understood and treated correctly. In order to solve the problem, this part puts forward the principles and countermeasures that should be grasped, mainly including four aspects—improve the legal and supervisory system, reform the judicial system, flow channels of letters and visits and establish letters and visits cases terminative system. The last part is the conclusion, which is a general summary of the whole paper.
