The disabled are unprivileged group in society, so it follows that the society is obliged to provide better education to the disabled to support their independent living, and with the development of the society, an increasing significance has been attached to education for the deaf. Higher education for the deaf is an effective approach for the disabled to live in the society without any difference and difficulty in communication with other people. Providing opportunities of higher education to the disabled is also an important mark of social civilization and education development.In recent years, higher education for the disabled has become gradually a heated topic in the educational field. Compared with developed countries, our country has just started our own theoretical researches, with a history of only 30 years of higher education for the disabled. Hence, it is of great theoretical significance and practical value to the development of higher education for the disabled of our country to probe into technical higher education for the disabled.It is known that there are four types of disabled people with intellectual handicap, physical handicap, blind handicap and deaf handicap. This paper will go deeper into technical higher education modes for the deaf, through a comparative approach in which the most typical talent training modes in technical higher education for the deaf in China, Russia and Japan are introduced, and make contrasts and analysis among them in the goal of talent training, professional construction, curriculums and faculties of teachers. The paper analyses in a detailed way the talent training modes in technical higher education for the deaf of the two countries, pointing out that technical higher education modes for the deaf in Russia and Japan are meaningful and awarded to our country.This paper discusses the shortcoming in the talent training modes of technical higher education for the deaf of our country, making the remark that the key problem existing in technical higher education modes for the deaf in our country is that in the overall planning and the construction and development of professional disciplines we lack policy-orient leading and that the curriculums and courses do not meet the market demands. Then this paper puts forward a new viewpoint about the development of the talent training modes in technical higher education for the deaf of our country that in order to perfect the talent training modes in technical higher education for the deaf of our country, we should enhance the preparatory education system, should utilized a major-with-minors teaching way, should optimize the professional courses, reform the education model, improve the relevant laws and ensure the employment of the deaf graduates.
