Our higher education has formed a huge system after almost a decade continuous development. Under the influence of cycle law in the development of higher education, accompanied by a new round of economic crisis coming, the decreasing of school-age population, the completive among all levels of the various types of institutions in source of students, excellent teachers, funding become more and more intense. With the limited higher education resources, we often focus on the small number of advantaged institutions which we usually define, and scarce higher education resources are also inclined to the minority advantaged institutions, therefore, many institutions are puzzled with funds insufficiency, teachers deficient and shortage of fresh source, which are marginalized in the intense competition of higher education environment and at the brink of insolvency or even bankruptcy.The disadvantaged institutions which are an objective fact in our country are the inevitable product of sustainable higher education development. This study first proves the reality existence of the disadvantaged institutions in our country according to some concrete data information and examples, and then proves the fact the existence of the disadvantaged university from the two types of institutions. Then, the study takes the state of enterprise development of business management theory as reference to define, make college development indicators of determining the development of a recruitment, employment and geographic location, and then establish a set of systematic determination system from three aspects of resources, environment and status, based on this, I divide disadvantaged institutions into three different types.Then, from the internal and external environment, the study carries on systematic analysis to the origin causes of disadvantaged institutions, the internal causes mainly concentrate on college management pattern aspect, but the cycle law of higher education development, the matriculation depopulation, the location disadvantage as well as deteriorating economic environment are the external factor which make disadvantaged institutions appear. Finally, the study discusses the inevitability of disadvantaged institutions from cycle law of higher education development aspect and so on, then analyzes the influence of disadvantaged institutions'appearance to our country higher education system, and finally elaborates how we should treat disadvantaged institutions'appearance correctly in the view of higher education system steady progression.
