| Online-marking is the implementation of the Ministry of Education as one of "the sunshine projects". Due to its minimizing the man-made factors and the maximum reflects the assessment of the fairness of the candidates, online-marking has been widely used in the national college entrance examination . However, in the course of the online marking implementation project are there true many potential security risks, especially in 2007, "EC Anhui college entrance examination leakage incident" exposed in this incident has aroused great attention of the education sector, leading to more students and parents panic and questioned.The focus of the paper is online marking of the project risk management. In the first chapter, the author uses of the life cycle of project management concepts and (WBS) tool for the typical case - "X City online-marking project in 2008 college entrance examination " for the whole process of anatomy. The Checklist of risk and the Risk Breakdown Structure (RBS) are used in the Chapter II to identify the source of various types of risk. With the tool of the Matrix of the probability of the risk and impact to quantify the risk factor assessment and analysis, high-risk factors become clear step by step, at the same time concerned about the risk of other dynamics. As a result of the above works , the focus of the last high-risk events is exposed , the author provides some practical strategies and measures at the end of the paper.Reasoning and analysis are used for the main ways of papers research. The author try to use project management mothods and risk management tools to identify the existence of various types of the online-marking risk source , to implement qualitative analysis and quantitative assessment, screening and to lock in high-risk events , finaly to work out some feasible measures to cope with the risks and strategies. Through the systematical risk management and scientific ideas, processes , tools and model of online-marking risk management , the paper is expected to act as a decision-making reference and an practical guidance to the work for those examination management agencies. Through comprehensive systematic risk analysis, the author conludes that a lot of high-risk events are depend on the managers of the decision-making ability and risk preferences, to that end, a large number of decision tree analysis tool are used for interpretation of the scientific decision-making method of risk to reach the objective of control t, avoid , mitigate and transfer of risk, at the same time practical contingency plans for risk model. Through research this paper, the author concudes that the scientific methods and advanced concepts of online-marking risk management , as basic skills, shoulde be mastered by the education testing management organization, and be should be included in the professional ethics and quality education system. Forming and implementation of the National Policy Paper in the area vigorously by the Ministry of Education-related sector, is help for marking management agency to remodel credibility and authority of the scoring and for the health of the service sector for sustainable development.
