| The current e-government construction in China is around the full swing. The investment and appliance efforts of construction of e-government are constantly increasing from the central to local government. Therefore, how to protect this kind of big investment, involving a wide range, high technical requirements, business needs construction of complex systems to be successful, reduce the failure is a great theoretical and practical value of the research topic. To further strengthen the National E-government construction project management, promote the healthy development of E-government, and combine the current e-government project of the main problems existing in the construction, the National Development and Reform Commission (NDRC) in August 2007 issued "Interim Measures for E-government Engineering Project Management" (hereinafter referred to as "Decree 55"). This method to regulate the e-government engineering project management, ensure the quality of construction projects, and improve the benefit of investment has important significance.In the specific engineering practice, as the project management framework, the "Decree 55" can be a good guide and regulate the construction of the project management. With the depth to the actual work, the "Decree 55" lacks the more specific management measures. Some terms of the "Decree 55" were often required to discuss with the NDRC. The thesis attempts to put forward practical guidance of the national E-government project management through study and understanding of the "Decree 55", learning IT project management and international best practices for service management theory, and practices of the National People's Congress Official Business Resource Information System. The management approach comprehensively covers and in-depth illustrates the approval of project management, the construction management, the acceptance Management, and the operation and maintenance management. The management approach can provide more specific guidance for the ongoing or preparing national E-government project management, but also for the local E-government project management reference.The thesis first describes the research background and significance, scope and purpose of research, introduces briefly the development, current situation and chief characteristics of E-government in China, and analyzes the critical problems existing in the implementing of E-government engineering in China. According to the "Interim Measures for E-government Engineering Project Management" and related supporting regulatory documents, puts forward an effective project management way of an National E-government engineering through the practice of an E-government engineering project. The thesis describes a successful case-"the National People's Congress Official Business Resource Information System" applying the mode mentioned above. The thesis finally puts forward some suggestions to improve the performance of implementing e-government engineering on the basis of its summarize. |
