Birth Defect Intervention Project Information System Based On J2ee

Birth defect has become one of the most serious diseases that hinder the development of the population quality of our country. So it is imperative to establish an early warning system for birth defect. Initial success has been accomplished since 2000, when China decided to launch the project of birth-defect intervention. But there is still a long way to go. As a new and important task, though much work has been done, the service and the management style cannot fit in with the needs of the intervention yet. Moreover, there is a lack of manpower training and the technical force is still weak. The birth-defect prevention project emphasizes on the cooperation among different departments, especially between the family planning sections and the health department as it is an interdisciplinary and trans-department project. It is necessary to make full use of each other, to clear-cut assignment of responsibilities, to communicate with each other periodically, and to establish an operating mechanism which has complementary advantages, shares resources and divides responsibilities among the relative sections. Therefore, we can make full use of information techniques to build data bases of birth defect and platforms which share information in real time. We should also integrate the former information systems of departments of family planning, health and civil administration to realize the interaction of these departments so that they can work together on the birth defect to improve the quality of the birth population.Birth defect intervention project information system is a Web application system based on the J2EE platform. This paper is an introduction on the basic theories and concepts of the J2EE platform and the Web application system structure. It analyses the framework and the techniques of J2EE and the combination of Struts, Spring and Hibernate which are prevailing used in the similar projects currently. In this way, it provides theoretical basis to the design and the implement of the system.The backdrop and the principal line of this paper is the author's participation of the project– Birth defect intervention project information system of Panyu District of Guangzhou City. It discusses the realization of the techniques, the analysis of the requirements, gives the overall design and the design of the flow and the functions, and illustrates the application cases. The author participated the parts of the requirements analysis and the build of the platform and the integration of the systems.The information construction is current a key project in the population and family planning management services of the Family Planning Commission of Panyu District. In March, 2009, the birth-defect intervention project information system was put into service formally in Panyu District of Guangzhou City. It has achieved the desired effects and is well-accepted by the users.
