This paper analyzes the history and actuality of domestic and overseas toll collection systems of speedway, and its technology, and its developing trend to ETC. According to the analysis, a new composited toll collection system based on CPK is put forward. This paper introduces some prime technologies used by the system: cipher technology,IC technology, Automatic Vehicle Identification(AVI), Automatic Vehicle Classification (AVC) and program developing technology. Cipher technology can safeguard information security of the system which works in network. Symmetry ciphers can guarantee confidentiality of toll datas and users'sensitive informations when they aretransmittd. Unsymmetry ciphers can guarantee authentication and undeniability of off-line charge, which solve the issue of toll warrants. For the sake of evading to managing users'private encryption keys which have great capacity, a technology so-called CPK based on DLP, is adopted. To reach toll collecting and security paying, cipher smart card takes the pole of taffic card of car which is a important compose of the system. It meets the application demand for secure store of private keys and fast computation of encryption and decryption. AVI and AVC are used to automatic collect informations of toll contents of cars passing on, such as card's ID and type and load, which depend on the number of toll. To implement software of the system proposed, the scheme adopts J2EE technology and Oracle database technology. The fomer have properties such as expansibility, configurability, high security and agility, that's independent of platforms of systems. So, It is perfectly content with the demand of the system for distribution, high security, and joint with nets of different systems.Analysing requirements for ETC for collection function, collection content, network security, realization of functions of current ETCs, reliability of information security based on CPK technology, this paper makes sure that the new system should amalgamate different kinds of charge type, charge methods, and charge standard, achieve off-line secure payting of tolls, then advances designing principles and a scheme. This scheme gains the aim of amalgamating the demands of toll by J2EE technology which has the property– configurability, according to current different systems. It guarantees information security of the system by CPK technology, furthest reduces manual work by technologies of cipher smart card and AVI and AVC to avoid the existence which the use of toll systems often leads to low speeds of cars passing on. So the scheme is feasible, convincing and more advanced. The new system is composed of three parts– key management center, toll management center and toll station system. The former adopts client/server frame; The second center adopts browser/server frame when it communicates with toll terminals and management terminals, and client/server frame when it communicates with services of key management center and banks. All parts work in network or highroad private network, and the security of datas of communication poles safeguards by SSL protocol and VPN.Key management center has key management service, name management service, distribution service, management terminals and card issue terminals, which is the infrastructure of information securithy and credit of the whole system. Its entities are cipher smart cards stored users'private keys, and they are sorted to taffic cards of cars and ID cards of managers.Toll management center has three function departments - balance department, IC management department and data management department which is the core of the whole system. The former gets toll datas of different kinds from data management department, then carries out inner balance and outer balance with banks.Toll station system is made up of background management system and roadway toll system. The former takes charge of management of toll standards an communication with toll management center. The latter has two kinds of devices– ETC system and IC toll collection system. When a car arrives the station, it sends its basic informations written in its cipher smart card by wireless transceiver. AVI and AVC devices of ETC system automatic collect informations of ID and type and load of the car. Then the toll terminal computes datas related to toll according to all these information, and sends these datas to the card, and receives the signature for these datas signed by the card with its private key. If the signature is verified correct, it will be send to background management system as a toll warrants. Otherwise, the toll progress must be handled manually. So ETC progress can accomplish toll collection without manual work, which delays almost little time for no parking.The scheme projects twelve main function modules and four prime flows which are related to a complete toll progress, they are card issue flow, saving flow, toll flow and balance flow. The four cases of the toll flow are talked about. Prime data structures and important database tables are given and data streams of those flows are taken shape.In a word, the new composited toll collection system proposed in this paper decreases manual toll collection operations to minimum to prevent cheating actions, easily upgrades to ETC without parking, and it has many virtues such as powerful functions, security and usability. So it is in advance and worth to be generalized for more toll freeways.
