| Museums, as a permanent non-profitable institution serving the society and its development, are a significant component of the social and cultural businesses in the nature of public warfare. Museums at institutions of higher learning, as a member of the field of museums, perform a special social educational function. What outstanding features do they posses? In what ways do these museums function differently from other common museums? What advantages in terms of educational resources do they have? How can they be made the front of popular science which serves the public? All the issues to be resolved seem to be extraordinarily important and meaningful in the light of the theme of the World Museum Day "museum serving social change and development".On the basis of investigation into the current state of exploiting the science-popularizing resources, this paper refers to some of the other researchers'fruits, consults the developing tendency of the museums both at home and abroad and makes a detailed study of their popular science educational function.Firstly the paper is about the analysis of the contents and characteristics of popularizing science and technology and then about the importance and urgency of science popularization. It further exposes the advantages and functions of museums at institutions of higher learning. Then follow the explanation of the current state of these museums, the available science-popularizing resources and some problems about the development of the museums.
