With repeat development on world trade liberation process, customs is confronted with contradiction between strict enforcement and efficient operation. The requirement on improving the previous customs logistics clearance and supervision to meet the repaid development is put on the agenda. In current of economic globalization, in order to realize efficient and stable operation on each customs function, we must carry out business reformation on operation process reconstruction.Especially of lately years, customs logistics clearance and supervision traffic is increasing greatly, traditional management concept and management measure cannot keep up with the rapid development. This essay applies operation process reconstruction theory, discussed the necessity on operation process reconstruction, provided comprehensive analysis and diagnose on existing basic process, organization construction, information system, risk supervision of customs logistics clearance and supervision, brought forward the existing problem on customs logistics clearance and supervision, contrived improving project on customs logistics clearance and supervision of Changsha Customs, and provided constructive guarantee measurements for successful implementation of process improvement system.The thesis of this essay is to implore the development current on process improvement of China customs, through research on process improvement on customs logistics clearance and supervision of Changsha Customs. So as to improve environment of customs clearance, enhance clearance efficient, provide trading facility, attract foreign currency, and accelerate world trade communication, reinforce our competitiveness in global economic integration.
