Zhongshan Torch Development Zone Of The Project Management Budget Reform Study

In recently years, according to the requirement of socialist market economy, finance ,as an important part of state political activities and economic management, is playing an important role, including improving the fiscal management system, furthering the reform of financial budgeting system ,and speeding up to build public financial system. While, from the middle period of 20th century, with gradually strengthening the horizontal contact, the different disciplines are intersecting, the project management thoughts are widely applied not only in enterprise business, but in government and other public sectors, it can be said that those works who meet the definition of the project, can become a project and can be considered for inclusion in project management. Using project management concepts and methods to reform traditional budget management, has become an important topic of the reform of budget management, and construction of the public finance system, it has an important practical significance of enhancing the level of budgetary management.The article focuses on the reform of financial budget management in Zhongshan Torch Development Zone (Zhongshan Torch Zone). Throughout introducing the theory of budget management and project management, evaluating Zhongshan Torch Zone's tradition model of financial budget management, analyzing the necessity and possibility of Zhongshan Torch Zone's financial budget management reform with the advanced experience and project management concepts, the author puts forward a new pattern of late-model financial budget management on the basis of modern project management theory, which will contribute to improve the efficiency and can bring about the division of administrative functions, that is, the division of"establishment, execution, supervision". According to with such principles as"fair, transparent, efficient, standardized", and by using the theory of time management, scope management, quality management, risk management, and communication management, etc, the author mentions that the new system of the Zhongshan Torch Zone's departmental budgeting should be concerned with the organized system, the budget management methods,the performance of budget, the planning and the supervision of performing ,etc. The author concludes that the new system of financial budget management must be established with standard, executed with restriction, supervised with effect..Ultimately, based on above analysis, this thesis tried to give a reference to promote departmental budget management methods not only to Zhongshan Torch Zone, but also to the lower level governments or the lower finance administrations of all our country.
