Along with the market maturity's enhancement, the Telecom customer increasingly request to purchase products or services that are the most suited to their demands Telecom Enterprises have also become more and more urgent hope that they can identify potential target customers and discover the new business growth by the analysis of existing mass customer data. The applications of the history data and the new technical can help Telecom Enterprises achieve the pan-personalized marketing campaign's purpose, so the Active Marketing System can be very good to satisfy the needs of both the supply and demand.This article takes the XX Telecommunication Active Marketing System as key research object; Take target customer's localization as main object in study. Developing the Active Marketing System In order to solve the marketing support difficult problems in which the XX Telecommunication current faces. The system accurate strives to find the customers who have the marketing opportunity in use of Data Mining technology, to generate scripts in order to support the sales marketing executives'job.In summing up the knowledge of telecommunications marketing-related field, the paper has given the Telecom Active Marketing System's solution:First, getting the service data from the Telecom production systems into a data center which compiles most telecom data and carries on essential neat to the data. Then, in view of the specific marketing duty, carries on analysis which base on customers' expense characteristic, gives the appropriate marketing recommendations, gets the target customers for marketing. Finally, designed and developed the Active Marketing System, used in supporting the XX Telecommunication's active marketing work. This system has been in operation for nearly half a year, has made the remarkable progress.
