Urban low-rent housing is the government (units) in the housing sector to implement the functions of social security to the accounts with the lowest income urban families and other families in need of special protection of the rent subsidy or rent with a low rent, with the nature of social security ordinary residence. As low-rent housing and welfare characteristics of social welfare, low-rent housing at this stage of mainly rely on government funding sources of financial funding, housing fund revenue, net of land transfer and other policies of the extraction part of the capital, a single source of funds limited number and unstable, a low-rent housing construction restricting our main problem, so innovative financing model low-rent housing is imminent.PPP financing model, the public sector and private sector formed a project-based forms of cooperation with each other, is a kind of parties involved in the project "win " or "win-win" as the basis of modern financing models. The model has been widely used worldwide and is considered to be in the United Kingdom Government to provide modern, high-quality public services and enhance the key factor of national competitiveness is the cornerstone of modern government. In this paper, theory with practice, PPP financing model will be introduced to the low-cost housing construction.First, from a theoretical point of view, according to the connotation of PPP financing models as well as the implementation of the current status of low-rent housing system, in-depth analysis of the financing of low-cost housing construction restricting the important issues, and through public goods theory, item discrimination theory, "Marshall dilemma "and the theory of effective competition, from the perspective of the theory of PPP financing models will be introduced low-cost housing construction, the necessity and feasibility analysis for the practice of providing the appropriate theoretical basis.Second, from the practical application point of view, the monetary model can not low-rent housing subsidies to tenants a fee to meet the profit needs of private investors, so this way mainly for the protection of Shiwupeizu designed low-rent housing project objective of PPP, mode of operation and functions of the parties involved, PPP projects for the future operation of low-rent housing to provide a reference. Through analysis we can see low-rent housing PPP project can proceed smoothly key factors:whether the project for private investors have economic appeal.This paper is based on information in Dalian, analog design, a low-rent housing PPP projects through the project's economic analysis shows the attractiveness of its private capital, which further illustrates the feasibility of the project. This article in the final from the perspective of government departments, respectively, from the policy level, management level, operational level some suggestions. The policy level, the Government should establish and improve policies and regulations and to accelerate the reform of investment and financing system; management level, the Government should change its functions, improve housing PPP project management system of government, strengthen the supervision of the parties involved in the project and incentives; operational level The Government should set standards of the contract as soon as possible, the establishment of professional industry associations to promote and strengthen the training of professionals.PPP financing models in the low-rent housing construction in the applied research, has theoretical and practical significance. Theoretical significance is its low-cost housing construction to add a financing model; practical significance is its ability to alleviate the financial pressure on the government to improve the efficiency of low-cost housing construction, promote social harmony and stability and development.
