Tax service is the tax department's legal obligations and responsibilities. Entering into the 21st century,with joining the WTO, China becomes more international, national economy remains developing rapidly,these are new issues, new requirements:on the basis of the taxpayer's requirement,the maximum improve the taxpayer's satisfaction, the tax work change from the management model to management and services model, provide quality and efficient services for taxpayers. New public management theories are also pointed out that:meeting the taxpayer's requirement,promoting the taxpayer's Tax Compliance Level, finally the tax efficiency will be improved and the cost will be reduced. At present, the Electronic Tax Service has become an international trend.This paper first expound why we need the improvement of e-tax service system,and describes the conception development history,character,objectives and composition of electronic tax services and the conception of e-tax service system. It also points out the distinction between electronic tax services and information computerization. And work on the data collection and analysis of electronic tax services of domestic and foreign, and have successful experiences of others to go by analysising the improvement of foreign e-tax service system. The adoption of foreign experience in the construction of electronic tax services, help to construct the effective electronic tax services of Gejiu Local Tax Bureau. Then,inspired from the new public management and systematic theory,so it supplies research foundation to the paper.In the end,it explains the conditions of Gejiu Local Tax Bureau and e-tax service system at present,and it also analyses its limitation. So on the basis of new public management and systematic theory,it puts forward the frame of the e-tax service system and points out how to perfect the e-tax service system and meet the needs of tax payer.The paper perfects the electronic tax services of Gejiu Local Tax Bureau on ideas at last.
