For all the urban senior citizens age 60 or older, the proposed system would provide basic old age subsidies. For unemployed urban citizens under 60, the proposed system would provide old age subsidies according to the level of individual payments. Reasonable standards of individual payments and financial subsidies should be developed for more payment options. The rural-urban basic living allowance gap and the new rural basic old age subsidy standard should also be taken into consideration during the establishment of the urban basic old age subsidy standard.
