The relationship between china own-stated bank and government is transformed from highly centralized planned financial system before reform to less control and intervention of government upon state-owned bank. Too much intervention of government upon state-owned bank is from institution basis. Making good relation between them is the key point. With the listing of ABC(Agriculture Bank of China), four state-owned commercial bank's ownership structure is changed thoroughly. However government administrative intervention influences state-owned commercial banks. Government adopts administrative intervention on macroeconomic management and then has acquired good results, but to some extend influencing the independence of state-owned commercial banks. Hence it is necessary to study the issue of how to weaken administrative intervention in operation of state-owned commercial banks.This text study the actual situation of the four state-owned commercial banks, explained the meaning of government administration upon state-owned commercial bank:equity management relations and public management relations. Then starting from the phenomenon, analyzing the situation of our government management to state-owned commercial banks. Establishing reasonable management relationship between government and state-owned commercial banks, especially weakening administrative intervention is necessary. It can provide widely development for state-owned commercial bank. At the same time, government as shareholder managing the bank need help state-owned commercial banks to realize Pluralism of stock right and make banks internal mechanism better and better.
