With the competion of 3G and full-business in full swing after demestic telecommunication reorganization, the business and service capabilities have been recognized as essential factors for the sustainable development of a company, and the Business Support System, which becomes more large in scale, more complex in functions and high integration needed, is the important and basic tool for operators to achieve the goal of the differentiation competition. Therefore, it's an issue that faces the operators that how to ensure the flexibility, continuity, stability and security of the system and how to enhance the competitiveness of the telecommunication companies and how to reduce the operational expenses, etc. This article tries to establish a standardized and quantitative system of information systems operations management for the operators to achieves the low-cost and differentiation competitive strategy by starting with the introduction the concepts and methology of ITIL in light of IT service management knowledge and working experience.This article firstly summarizes the related researches on ITSM and highlights ITIL theory and its application and then by analysing the exsiting problems from an actual case on the business support system management from an X provincial mobile operator, it suggests how to implement the standardization and quantitative management for the operator's information system focusing on the aspects of the standard formulation, process improvement and system implementation. Finally, the author expects that this paper brings forward the meaningful theoretical basis and Working methods for the improvement of IT systems operations and management.
