Food is fundamental to human existence. Food industry security affects national economy and people's livelihood, social development and stability, and also national security. Food safety issue is not only an economic problem, but also a major political issue, which will always be the primary problems affect national security In the future decades. In an open environment, it is an essential objective in formulating national development strategies to guarantee the safety of food industry in order to ensure sufficient food supplies and the ease of mind among Chinese people . A study on food security in China contributes to revealing current situation in this respect in China, and to understanding the laws and regulations, industry policies that safeguard food security. It plays an essential role in promoting sound development of national economy and long- term social stability. This thesis researches food industrial safety problems in our country. After defining the "food industry security", the thesis confirms the food industry safety evaluation index and establish related evaluation model to conduct data analysis through the commonly released data in China statistical yearbooks and compiled materials of'Cost and Benefit on National Agricultural Products'. Finally concludes the present grain industrial safety state, and put forward some important problems should be pay attention and some relevant suggestions on maintaining the industrial safety.Through empirical analysis, the thesis proves that the domestic environment of food industry in China was basically in secure state from 1999 to 2009. With increased financial investment and direct subsidy in agriculture, the environment tends to become better and better since 2004. However, the international competitiveness of food industry changes from being basically secure to being insecure. The reason is that since China's joining in the WTO, Chinese food does not possess any strength in price, quality, etc. in international competition. Since we have self-sufficient food and have increased the production of fertilizer and pesticides, the foreign dependency rate of our food is in a sound state. Synthesizing all these evaluation indexes, it can be seen that China's food industry is in general in a safe condition.This thesis mainly embodies two new insights. First point is the selection of evaluation indicators. On the basis of the analytic hierarchy process used by other researchers (the evaluation index is divided into four layers -- industrial domestic environment index, international competitiveness index, external dependence indicator, industrial control indexes), this thesis combined the new period factors affecting the food industry secure to select the safety evaluation indexes. Second point is on the set of index weight. After giving the industrial safety value ---- value interval of industrial safety degree, this thesis assigns values to every variable and conduct factor analysis, using the proportion of a common factor variance of a common factor in the sum of all common factor variance about the common factor as the weight of the index. An index on a common factor variance of a common factor can reflect the explanatory ability of this common factor to provide information. So, this kind of set on the weight can avoid subjective optional when making evaluation on industrial safety degree by average weight method, and makes the assignment have full basis or reason.Last but not least, according to the results of the analysis, the author borrows from foreign experience in protecting food security and appeals that laws and regulations should be formed, and relevant policies and measures should be carried out to uphold food industry security in our country.
