In today's society, services have become more and more important From the traditional mechanical manufacturing to information industries, companies and customers are very concerned about the quality of services, any company, regardless of the product they provide are quantifiable objects or intangible services, the market and ultimate consumers will be subject to inspecting them.The telecommunications industry, as special service industry, became one of the important ways of telecommunications in people's lives,not only in the past just to satisfy public demand for the basic communication, Countries need greater development of the telecommunications industry, people also look forward to being provided more convenient service by the telecommunications industry, the service quality directly affects the quality of people's lives, involving public and community interests.This paper takes Changsha Tietong (China Railcom Changsha Branch) as the entry point, then descrbes basic situation, theoretical basis, service status quo of the quality of service system from China Railway Group Ltd. Changsha Branch .First, according to the requirements of service quality system, define the communication service features and specific meaning, on this basis, establish the basic ideas of quality of service optimization system to build a service quality system framework. With the construction of quality service system,describe assurance measures of system implementation.At last,inspiration will given according to the the effect of final system implementation From the research point of view, service quality system provide more comprehensive and accurate service quality information for the Changsha branch of China Railcom, improve the decision-making capacity of policy makers, and comprehensive competitiveness of enterprises. At the same time, it will also benefit telecom service quality system development and the telecom market norms.
