Study Of Human Resource Development Countermeasures To The Rise Of Henan Province

On the basis of the summing-up to the status quo of the human resources development at home and abroad, the thesis reviews the main stage of the development of the human capital theory, and the domestic application and research results of human resource development. After analyzing the macro-environment of the human resources development in Henan province, through building the model of the impact that the investment in human capital brings to the economic growth, the thesis analyzes and compares the important impact which the investment in human capital has on economic growth from 1996 to 2005, and then makes an analysis in the important effect which the investment in human capital will bring on the further increases in Henan economy. By combining human resources development status of Henan Province, the thesis makes a comprehensive analysis on the total amount of its human resources, structure, quality and the employment status of urban and rural surplus labor force in areas respectively. On this basis, in order to improve the basic quality of human resources, optimize human resources structure, promote the effective development of human resources, and form a new mechanism of human resources development and utilization, the thesis suggests that the measures should be took from the following aspect angles, increasing the intensity of investment in education, making a good job continuing education, implementing the employment projects, shaping a new market mechanisms and so on, which are targeted countermeasures of human resources development to the rise of Henan province.
