Research On The Efficiency Of Rural Human Capital Investment In Henan Province

At present,the level of urbanization in China is 57.35%,and the urbanization rate of household registration is 43.37%.It has officially entered the medium-term development stage of urbanization.At this stage,the speed of urbanization development should be moderately slowed down and the quality of urbanization should be improved,from the extensive mode to the intensive mode.The transformation of the development model means paying more attention to the quality of rural economic development,changing the traditional practice of material capital to stimulate its growth,and the effect of improving the quality of human capital to promote economic development will become more and more significant.Henan's economic construction has an important influence on regional economic construction.Henan Province is a traditional agricultural province and a large human resource province.Rural human resources are abundant.When studying the economic development of Henan Province,it is inevitable to pay attention to physical capital,but more attention should be paid to human capital factors.On this basis,this paper takes the rural human capital investment level and economic level of 18 cities in Henan Province as the background,and uses the qualitative and quantitative combination to pay attention to the efficiency of rural human capital investment.Based on the basic theory of human capital and input-output,this paper clarifies the concepts related to rural human capital investment,and analyzes the principle of data envelopment analysis and its applicability in rural human capital investment efficiency evaluation.From the analysis of human capital stock and structure,it is found that Henan has abundant rural human capital,low education level and single employment field,and understands education,health care,migration and training in the analysis of investment status.The investment is on the rise.On this basis,the evaluation index system of rural human capital input level in Henan Province was established,and 13 variables including per capita education consumption expenditure,per capita consumption medical care expenditure and per capita transportation and communication expenditure were selected to measure the rural human capital investment level in Henan Province.The results show that Zhengzhou City ranks first in the basic factor of rural human capital investment in 18 cities in Henan Province.Nanyang City is in the forefront of migration and medical factors.Hebi City's rural human capital investment has outstanding investment in agricultural science and technology,Anyang The city has performed exceptionally well in education and training factors.Zhengzhou City,Nanyang City and Luoyang City ranked the top three in terms of total scores of human capital investment,while Fuyang City,Pingdingshan City and Luohe City ranked the bottom three.In order to further clarify whether the rural human capital investment in Henan Province is effectively utilized,what is the use situation? This paper believes that it is necessary to do further efficiency analysis,using DEA-BCC and super-efficiency DEA model to empirically analyze the efficiency of rural human capital investment.The results show that the efficiency of rural human capital investment in Henan Province is generally ineffective.The analysis of the efficiency of DEA effective cities shows that investment level and investment efficiency are not consistent,indicating that the most important thing is to increase rural human capital investment.The utilization of resources and the increased investment may cause waste of resources.The projection analysis of rural human capital investment in non-DEA cities in Henan Province shows that there is a certain degree of input redundancy in all aspects of investment,and it is necessary to adjust a certain amount of investment to reach DEA.Finally,in view of the problems of unbalanced investment and low utilization rate found in qualitative and quantitative analysis,the countermeasures and suggestions for optimizing rural human capital investment structure and improving utilization efficiency are designed in order to improve the efficiency of rural human capital investment in Henan Province.Provide a certain reference value.
