One of nine big which as vital role knowledge's of project management is the risk management, to the project implementation and successful completion. Now, with the communications market in an increasingly competitive communications projects, the traditional mode of operation has been unable to adapt to market demand. Communications projects because of its own characteristics, risks and uncertainties faced by more and more, the risk of loss resulting scale is growing. In such a fierce competition in the market, in order to remain invincible, and continuously improve their project management level is an important way to enhance their competitive edge. Risk management level, as a measure of the level of project management is an important indicator in determining the future of the core competitiveness of project management is an important factor in effective risk management will become a source of competitive advantage in the telecommunications business.Both of CNC and China mobile are communication service partner of 29th Olympic Games. In Olympic media release carrier competition, "WLAN" had been become the most important way for media reporters in MPC IBC OLV and OHC to release Olympic information. So, an effective risk management will transform competitive advantage in telecommunication field.The chapter 1 introduces the great significance, features and background of the Olympic Games TOC Data line project. The chapter 2 introduces risk management concepts, theoretical foundation and the importance of the project risk management. According to the chapter 2, in chapter 3, we use risk management methods to manage risks. The chapter 3and 4 is the core. We analyzed the risks with Olympic Games "probability and influence" matrix. With risk classification, we work out strategies, and monitoring implementation strategies to ensure the correctness of the technology. The chapter 5,1 proposed distinctive risks, and discussed and analyzed them, obtained the results of the risks. In the last chapter, we introduced the project results and made the prospect.
